Water, lava and steam don't play by the same rules. Water pools and flows downhill, lava behaves differently again, and steam rises - so a route that works for one element sends the other straight into a wall. Figuring out which element goes where, and in what order, is the actual puzzle hiding under the simple digging controls.

Early levels teach you the tools fast. Later ones ask you to route two or three streams through the same cramped labyrinth without them ruining each other's paths, and collecting all the stars means getting every drop exactly where it needs to go. Collect every star on the level by digging paths through the sand and steering water, lava and steam to where they need to go.
