You can only drop a nut onto a screw if that screw is empty or its topmost nut already matches the color you're moving. Everything else is off-limits until you clear the way.

Before you tap, scan the whole board for the screw with the fewest colors left - freeing that one up first usually opens up moves everywhere else.
