The two overlap a lot. Dressing leans toward the act of choosing and putting on clothes, while Fashion games tends to add styling judgement on top - coordinating a look, dressing for an occasion, running a salon.

Most do. They're built around tapping and dragging items onto a character, which suits a touchscreen at least as well as a mouse, and they run in a mobile browser without an install.
