A city gives a game somewhere for consequences to pile up, which is why what's collected here runs from careful construction all the way to outright crime without much in between.

City Tower Builder and Merge Items Build City take the building route, with the second folding merging into the construction so growth comes from combining rather than buying. My Little City is the gentlest version of that idea. Gangsta Island: Crime City goes the other way entirely and treats the streets as somewhere to misbehave, and Agent Sniper City turns the skyline into a series of targets. What you're doing changes completely between them, so it's worth knowing which half of the tag you're after before you pick one.
